Rochester returned to the Top Ten Lists of Top Scoring Communities in the category of Mid-Sized Cities, population: 100, 000 to 499,999. Eight Minnesota communities were counted in the Top Ten across all categories of Top Scoring Communities: St. Paul, Minneapolis, Rochester, St. Louis Park, Richfield, Roseville, La Crescent, and St. Anthony. See the complete list here: https://livabilityindex.aarp.org/top-communities - The City of Rochester has released the Consolidated Draft of the Unified Development Code (UDC). Available here: https://www.rochestermn.gov/government/departments/community-development/unified-development-code-project. FSR may be hosting one of the engagement events to discuss the UDC. AFOC previously looked at portions related to Accessory Dwelling Units and will continue follow, review, and comment upon those sections.
- FSR was awarded a Minnesota Department of Human Services grant (@$50,000) to research BIPOC and rural populations home and community based service access and design concerns. This is a diversity, equity, and inclusion issue we have discussed in the planning group, took a break to explore further, and is included as an objective in the current draft of the AFOC action plan.

Attached is a draft of the 3 action items proposed for the 2022-2025 action plan. There are 8 goals across the three items:
Action Item 1: Age-Friendly Community Supports and Health Services
Goal #1: Increase availability of affordable Home and Community Based Services
Goal #2: Dementia Navigator
Goal #3: Develop a cross-sector, holistic, culturally appropriate dementia informed approach to care
Action Item 2: Aging in Place Information and Planning
Goal #4: Effective tools & protocols are available for identified providers and individuals.
Goal #5: Education on Aging in Place is widely available and utilized.
Action Item 3: Age-Friendly Community Engagement
Goal #6: Ensure concerns of older adults inform planning and policy
Goal #7: Extend age-friendly network participation in Olmsted County communities
Goal #8: Address age-based barriers to opportunity and access
